Seattle completed approximately 5,250 multi-family and mixed-use housing units across 55 projects in 2025. The distribution was uneven, with Downtown alone accounting for nearly 40% of the total.

These seven neighborhoods accounted for roughly 80% of all units completed in 2025.
What the Numbers Show
Downtown delivered more than the next six neighborhoods combined. Nine projects completed in Downtown, several of them high-rise towers with 200+ units each. Tower projects take 3 to 4 years of construction, so these 2025 completions represent decisions made in 2021 and 2022, before interest rates rose.
Queen Anne's numbers come from lower Queen Anne. The 599 units across 5 projects were concentrated in the Uptown/Lower Queen Anne area, where high-rise zoning allows dense residential towers. Upper Queen Anne, zoned primarily for single-family, contributed very few units.
International District saw strong delivery. Four completed projects brought 572 units, driven by transit-oriented development near the light rail stations. This neighborhood has become one of the most active areas for new multi-family construction.
First Hill has volume but small projects. Five projects completed but delivered only 114 units total, meaning an average of about 23 units per project. First Hill's development pattern is smaller, infill apartment buildings rather than large towers.
Where Completions Were Low
South Lake Union had fewer completions than expected. Several large projects remained under construction with delivery dates in 2026. The pipeline is full, but the projects are larger and take longer to build.
Beacon Hill completed one project with zero recorded residential units, despite having light rail access and ongoing upzoning.
Year-Over-Year Outlook
Total completions in 2025 were roughly in line with 2024. Developers who secured financing in 2022 and 2023 delivered their projects on schedule. The real test comes in 2026 and 2027, when projects financed at higher interest rates begin to deliver or stall.
The pipeline has over 62,000 units in earlier stages (design review, permitting, under construction), so the completion numbers should remain strong through 2027 even if new project starts slow down.
